Gameplay is similar to that of Fallout 3 and Fallout: New Vegas, the two previous primary iterations in the series.But unlike the previous two titles, the gun-gameplay was handled by id Software. There has been an eternal debate among Fallout fans over which game is the best in the series.
I don't know if you're still looking for this friend, but I managed to find version 5 of the Animation Project (only one version under before the file was hidden) on some Russian video preview. Fallout 4: New Vegas is the upcoming fan-made expansion mod. If you see joefoxx082 in the credits, his animations are there. Ive seen one or two, but not sure how these work in terms of gameplay. If they manage to get this done within a short enough time span it will be a huge achievement.
This mod requires New Vegas Script Extender and JIP LN NVSE Plugin to work.
